Originally headed up by J. Donald Wilson, The Whistler would undergo staff changes over the thirteen year run, bringing in a multitude of writers and even more than a few directors. The director, however, that had the single most impact on the program was George Allen, coming on board in 1944. Under Allen’s direction, The Whistler became less a voice of conscience and more an ominous observer and teller of tales, which added to the thrill for the listeners.
 
George Allen had a solid group of actors and actresses to pull from for each episode. Many of them worked on the program so much, they became known as “Whistler’s Children” Because he had such a varied list to choose from, Allen found it very easy to rotate through those available to find just the right matches for every story. He also knew their skills and abilities well. For instance, Allen utilized Cathy and Elliot Lewis frequently because they both had a broad range and could easily each play the average joe or jane suddenly on the wrong path.
 
Many writers contributed to The Whistler’s long run of episodes. Radio, especially for an anthology series, was a fertile ground for freelancers, either writers who made their living solely from writing for various radio programs or those who simply needed to fill in an empty place in their writing calendar or make a few extra bucks. Once George Allen came on board as director in 1944, he became the driving force and utilized several different writers for the programs. Final scripts, however, were largely produced by Harold Swanton and Joel Malone.
