During the Depression, crime and corruption swept across the United States like a massive, seemingly unstoppable storm. Great steps were taken on a federal level to combat the ever-increasing hold of organized crime as well as a growing number of murders, large scale robberies, and other criminal operations. Because of Prohibition, much of the legal power in the country was centered in the then Department of Investigation, led since 1924 by J. Edgar Hoover. Even with the end of Prohibition in 1933, Hoover’s hold on law enforcement didn’t weaken, the Department being renamed the Federal Bureau of Investigation in 1935, reflecting not only Hoover’s reach, but also the power of the entity itself.
It was also the same year that G-Men Magazine debuted, featuring Dan Fowler, the character who would quickly become the best known F.B.I. agent on the printed page. Called a ‘manhunter’ by his earliest authors, Fowler was even more well known by the moniker that he borrowed from the title of his magazine and made his own: G-Man.
Fowler stood out from other Pulp heroes before him in several ways. Although seemingly superhuman in some ways, especially in later stories, Fowler was cut from the cloth of more grounded heroes like policemen and detectives. Readers could not only see the very crime that seemingly filled their streets in the Fowler stories, but they could also believe someone like the G-Man was just outside fighting for them.
