These old pulps often offer us modern-day readers a historical time capsule of their period, and that especially seemed the case with this installment of Operator 5.
Just happened to be reading about the Isolationist-Interventionist debates in the pre-WWII era, so for me this book's period flavor made for fascinating reading, as it wades chin-deep into that political hot-button issue of the day.  

Also worth mentioning: I think this is the first appearance of a really fun idea that the author will continue for a handful of stories..: the "Hidden Hundred", a mysterious group of rebellious agents formed to... well, no spoilers..!
